The International Air Transport Association (IATA) has introduced its ambitious Global Baggage Roadmap, a 10-year strategy designed to revolutionize baggage management in commercial aviation. The goal: modernize processes, reduce operational costs, and enhance passenger satisfaction at every stage of the journey.
Developed in collaboration with airlines, airports, and industry partners, this strategic plan addresses persistent challenges in the current system, from tracking failures to delays caused by data errors.
“Baggage is critical for travelers. If they check it, they expect it to arrive on time. And if it doesn’t, they want to know where it is,” said Monika Mejstrikova, IATA’s Director of Ground Operations.
According to a recent IATA survey:
- 81% of passengers want better baggage tracking.
- 74% expect real-time updates on their mobile devices.
- 67% are willing to adopt electronic tags for their luggage.

Three Pillars for Total Transformation
1. Data Sharing and Standardization
The first component of the roadmap focuses on aligning how data is shared among airlines, airports, and other industry stakeholders. This involves replacing outdated technologies like teletype with modern API-based standards.
This shift will enable:
- Smoother baggage reconciliation.
- Fewer delays due to information errors.
- Improved response to incidents.
The economic impact is also significant: transitioning away from teletype messaging will reduce associated costs by up to USD 1 billion annually.
2. Tracking and Automation
The second pillar aims to provide complete visibility of baggage throughout the journey. Implementing technologies like electronic tags, GPS tracking, and robotic systems will allow:
- Real-time monitoring by passengers.
- Smoother transfers.
- Hassle-free arrivals.
3. Streamlined Claims Process
The third pillar focuses on expediting baggage recovery and protecting airlines against fraud. This translates to faster resolutions for passenger claims and a much smoother user experience.
A Comprehensive, Long-Term Vision
Monika Mejstrikova emphasizes that this roadmap builds on existing progress: “It consolidates advancements from previous modernization initiatives but now with a comprehensive vision of where we need to be in a decade.”
This initiative is part of IATA’s broader effort to modernize ground operations, elevate safety standards, and deliver service on par with other digital industries. To achieve this, the association will collaborate with all stakeholders, developing implementation guidelines, training programs, and monitoring mechanisms.
