Congonhas Airport, located in the South Zone of São Paulo, has taken a decisive step in its operational evolution by receiving a favorable opinion from the National Civil Aviation Secretariat (SAC), an agency linked to the Ministry of Ports and Airports, to operate regular international passenger flights. This decision marks a significant change for an infrastructure that, until now, has focused exclusively on domestic routes.
Official Approval to Begin Internationalization
The authorization issued by the SAC allows for formal progress in the internationalization process, enabling Congonhas to plan operations outside Brazil. The initiative was presented by Aena, the concessionaire company responsible for managing the airport, as part of an expansion strategy aligned with the growth of air connectivity in the region.
Focus on South American Routes
The proposal contemplates offering short- and medium-haul international flights, with an emphasis on destinations in South America. These operations would be integrated into the extensive modernization project, which is currently receiving investments exceeding R$ 2 billion, aimed at improving capacity, efficiency, and services.
Modernization of Infrastructure Underway
The work includes the construction of a new passenger terminal, whose delivery is scheduled for June 2028. The plan also encompasses an increase in the number of boarding bridges, a new aircraft apron, hangars for airlines, and various improvements focused on operational efficiency.

Adaptations for International Operations
The project incorporates specific adjustments for the operation of the agencies responsible for immigration, customs, health, and agricultural controls. These include the Federal Police, the Federal Revenue Service, and Anvisa (Brazilian Health Regulatory Agency), whose presence is an indispensable requirement for handling regular international flights.
Start of Operations Expected in 2028
According to the concessionaire’s expectations, regular international flights would begin operating from 2028 onward, once the main stages of infrastructure and certification are completed.
Strategic Vision for São Paulo
In an official statement, Congonhas Airport’s Executive Director, Kleber Meira, emphasized that internationalization represents a key step to expanding the connectivity of São Paulo’s capital. He also highlighted the airport’s central location and the positive impact of its infrastructure modernization, factors considered crucial for attracting new international operations.
With this government endorsement, Congonhas is on its way to redefining its role within the Brazilian airport system, combining its traditional domestic relevance with a broader regional projection.
