The Tocumen International Airport, a primary pillar of aerial connectivity in Latin America, has outlined an ambitious roadmap to solidify its regional leadership. With a projection of reaching 30 million passengers by the year 2030, the Panamanian terminal is pushing forward a modernization plan that includes the expansion of Terminal 2 (T2) and a historic optimization of its operational capacity.
Sustained Growth and Traffic Projections
Following a Cabinet Council meeting at the Palacio de Las Garzas, the airport’s General Manager, José Antonio Ruiz Blanco, presented a robust balance sheet regarding the infrastructure’s performance. During 2025, the airport recorded a 9% growth, handling nearly 21 million passengers.
For the immediate future, estimates maintain an upward trend:
- 2026 Target: Projections aim to surpass the 22 million passenger threshold.
- Growth Rate: Management expects to maintain a sustained annual increase of approximately 9%.
- 2030 Objective: Reach a flow of 30 million users, reaffirming its position as the premier gateway to the region.

Infrastructure Investment: Terminal 2 and Runways
To support this surge in demand, Tocumen S.A. (the airport’s management company) will execute key infrastructure projects designed to increase aircraft and passenger processing capacity.
Terminal 2 Expansion
A cornerstone of the plan is the bidding process for a new expansion phase of Terminal 2. With an estimated investment of $220 million, the project includes:
- The construction of approximately 10 new boarding gates.
- The expansion of taxiways to streamline aircraft ground movement.
Runway Rehabilitation
In January 2026, a comprehensive runway rehabilitation project was launched. This work, for which the contract was awarded last year, is being conducted under an operational scheme that does not interrupt flight operations, ensuring that the flow of domestic and international traffic remains unaffected.
Operational Efficiency and Punctuality Leadership
The strengthening of the hub is not limited to physical infrastructure; it also focuses on airspace efficiency. In coordination with the Civil Aeronautics Authority, a massive increase in flight capacity is projected, moving from the current 35 operations per hour to 65 operations per hour in the coming years.
Recovery of Capabilities
Ruiz Blanco emphasized that at the start of his administration, priority was given to restoring eight boarding gates in Terminal 2 that were previously out of service. This immediate action allowed the terminal to recover critical capacity and prevent further economic losses.
Global Excellence
Panama’s operational efficiency has earned international validation. For the second consecutive year, Tocumen International Airport was recognized as the most punctual medium-sized airport in the world, achieving a rating of 93.64%. This index not only places it at the top of its category but also positions it as the most punctual airport globally across all evaluated categories.
The Tocumen 2030 expansion strategy reinforces Panama’s role as an indispensable strategic hub for trade, tourism, and regional competitiveness.
