Under this framework, airlines, airport operators, and air traffic controllers exchange real-time data to collaboratively determine optimal landing and departure sequences.<\/p>\n\n\n\n<p>This coordination extends beyond the runway through Total Airport Management (TAM), which integrates collaborative decision-making across all core airport operations, including:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Passenger flow and terminal management.<\/li>\n\n\n\n<li>Ramp handling and aircraft refueling.<\/li>\n\n\n\n<li>Baggage handling and logistics.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">New Airspace Concepts: Free Route Airspace and Flexibility<\/h2>\n\n\n\n<p>ICAO&#8217;s strategy also targets maximizing available airspace capacity and throughput via two core pillars:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Free Route Airspace (FRA):<\/strong> Phased implementation will allow flight crews to plan the most direct and fuel-efficient trajectories rather than adhering strictly to fixed airway networks.<\/li>\n\n\n\n<li><strong>Flexible Use of Airspace (FUA):<\/strong> An ATFM-aligned operational concept enabling entire sectors of controlled airspace to be dynamically allocated based on real-time traffic demand.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Capacity, Separation Minima, and the Montreal Roadmap<\/h2>\n\n\n\n<p>While ATFM implementation is already mandated under several regulatory frameworks, the current imperative is to accelerate and scale its adoption globally. To this end, ICAO convened key industry stakeholders from across the international aviation spectrum at its Montreal headquarters to chart the way forward.<\/p>\n\n\n\n<p>Immediate priorities include ensuring that every region and airport can accurately assess and manage its declared capacity\u2014the maximum number of aircraft that can be safely accommodated over a given timeframe\u2014while optimizing wake turbulence and separation minima to safely unlock maximum airspace throughput.<\/p>\n\n\n\n<p>&#8220;Together we will deliver a truly connected air traffic flow management network, allowing each flight to operate predictably and efficiently while enhancing safety and sustainability. By the end of this week, we must ensure we have practical, actionable plans in place, working hand in hand with our regional neighbors and partners,&#8221; stated ICAO Secretary General Juan Carlos Salazar while addressing delegates.<\/p>\n\n\n\n<p>The international discussions will conclude on October 9. The findings and strategic outcomes will guide ICAO as it updates guidance material for Member States and structures technical assistance programs to streamline compliance with these global
