IATA Launches Baggage Community System to Modernize Global Baggage Messaging

The International Air Transport Association (IATA) has developed the Baggage Community System (BCS), a secure digital platform designed to accelerate the global adoption of the Modern Baggage Messaging (BIX) standard. This system will enable the industry to optimize baggage tracking and enhance the passenger experience, overcoming current technological limitations.

End of the Teletype Era in Baggage Management

Processing and improving baggage operations rely entirely on the fast, accurate, and secure exchange of information between airlines, airports, ground handling agents, and technology solution providers.

Currently, a significant portion of these communications is still conducted via Type B messages over legacy teletype networks. This obsolete system results in the following negative consequences for the sector:

Global transition to a new technological infrastructure is typically a slow process. Therefore, the significance of BCS lies in its ability to act as a hybrid community platform.

“We cannot wait for everyone to convert to modern BIX capabilities. That is where the BCS plays an essential role. By managing both the BIX system and legacy Type B systems, it allows early adopters to reap the benefits of their investments without losing connectivity with those still operating on legacy systems,” said Nick Careen, IATA’s Senior Vice President for Operations, Safety, and Security.

Furthermore, the digitalization of operational processes under the BIX standard will compile a detailed historical log of events and scanned images. This data will form the basis for advanced performance analytics and highly effective service recovery interventions.

To ensure a seamless deployment, BCS is currently operating in a live test environment where industry partners validate their integrations and message flows in a controlled scenario. The full platform is expected to enter commercial operations during the third quarter of 2026.
