The Government of Venezuela has authorized Turkish Airlines to operate an air route connecting Istanbul, Caracas, and Lima. This measure will be implemented through the granting of traffic rights regulated by the so-called Fifth Freedom of the Air.
Commercial Expansion and International Connectivity
The Venezuelan Minister of Transport, Jacqueline Faría, announced via her social media channels that the corresponding operating license was formally delivered to the Turkish Ambassador to Caracas, Aydan Karamanoğlu, as well as to representatives of the airline. The bilateral meeting focused directly on expanding cooperation opportunities between both nations.
According to statements by the official, this new authorization pursues key strategic objectives:
- Connectivity: Strengthening Venezuela’s international connectivity.
- Trade: Boosting bilateral and regional commercial exchange.
- Integration: Facilitating strategic integration with new markets in the region.
Technical Scope of the Fifth Freedom of the Air
The Fifth Freedom of the Air constitutes one of the fundamental commercial traffic rights established within international aviation. This technical mechanism allows an airline to transport passengers, cargo, and mail between two foreign nations, provided that the scheduled flight originates or terminates in the country where the operating carrier is registered.
In global industry practice, this right is recurrently utilized by various airlines to optimize their route networks and expand their commercial reach.
Under this regulatory framework, Turkish Airlines is authorized to:
- Transport passengers and cargo between Venezuela and Peru as part of the same international itinerary.
- Operate flights departing from Istanbul, making an intermediate stopover in Caracas, and subsequently continuing the leg to Lima.
- Offer new, optimized connection alternatives for travelers and businesses.
Despite the official announcement regarding the issuance of the operating license, the competent authorities did not specify the exact date on which formal operations for this new connection will commence.
