Brazil’s ANAC Restricts Flybondi Ticket Sales After Airline Cancels 79% of July Flights
Through an administrative injunction effective July 29, 2026, the National Civil Aviation Agency of Brazil (Agência Nacional de Aviação Civil – ANAC) has suspended the sale of tickets for Argentine ultra-low-cost carrier Flybondi to Brazilian destinations where the airline does not yet maintain active operations:
- Florianópolis
- Maceió
- Salvador
Furthermore, the regulatory authority has blocked the airline from expanding its operations in Brazil, effectively prohibiting Flybondi from adding new destinations or increasing flight frequencies.
Additionally, the regulator established that starting August 3, 2026, ticket sales for the Buenos Aires–Rio de Janeiro (Galeão) route will also be suspended, unless the carrier demonstrates before that date that it has implemented the necessary operational adjustments to guarantee service regularity.
Rationale Behind the Decision: Mass Cancellations and Customer Service Failures
The precautionary measure was adopted following indications of a progressive deterioration in the airline’s operational capacity and significant risks of harm to passengers.
Data analyzed by ANAC revealed that between July 1 and July 27, 2026, Flybondi canceled 79% of its scheduled flights in the country. Official monitoring highlighted a continuous drop in completed flight volumes throughout 2026, paired with a persistent discrepancy between published flight schedules and actual operations.

Regulatory oversight inspections also identified severe deficiencies across the airline’s customer service channels, including:
- Communication Issues: Accessibility hurdles across its customer contact platforms.
- Refund Claims: Delays and irregularities in processing refunds.
- Itinerary Management: Failures in handling flight modifications and a lack of mandatory duty of care (material assistance) to affected passengers.
ANAC clarified that the injunction does not affect the validity of previously issued tickets. In the event of a flight cancellation, Flybondi remains legally obligated to provide mandatory passenger assistance, free rebooking options, or a full refund—which must be processed within a maximum of seven days from the request, pursuant to ANAC Resolution No. 400.
Conditions for Lifting Restrictions
ANAC noted that the restrictions imposed on the airline may be reviewed or revoked if Flybondi demonstrates the implementation of corrective measures capable of restoring operational regularity.
For ticket sales to resume, the carrier must submit supporting documentation proving its operational capacity, compliance with regulatory standards, and assurance of adequate passenger care. In the meantime, the regulatory body will maintain continuous oversight of the airline’s operations.
