The Civil Aviation Authority (CAA) has confirmed it will conduct an in-depth inquiry into the root causes of the technical failure that originated across NATS platforms on September 8. This review marks the second time in three years that the CAA has been compelled to scrutinize a major collapse within the air navigation service provider’s operational systems.
Transport Secretary Heidi Alexander expressed her determination to determine the cause of the incident and hold the industry accountable:
“Passengers and airlines have been let down too many times in recent weeks, and I am determined to get to the bottom of the reasons why,” Alexander stated, emphasizing that she expects direct “answers and action” to emerge from the process.
Scope and Objectives of the CAA Review
The CAA detailed the core pillars guiding the technical and operational audit:
- Root Cause and Impact Assessment: Reviewing the incident report submitted by NATS regarding the origins of the outage, alongside measuring the direct impact on travelers.
- Corrective Actions: Defining and identifying additional measures that must be implemented on a mandatory basis.
- Technological Modernization: Auditing NATS’s ongoing plans to upgrade, replace, and modernize its mission-critical operating systems.
- Compliance and International Standards: Assessing the regulator’s previous recommendations and evaluating lessons learned against international industry best practices.
Following the announcement, a NATS spokesperson told Reuters that the organization welcomes the publication of the CAA’s terms of reference and will cooperate fully throughout the process.
Operational Impact on Airlines and Executive Scrutiny
The system outage forced multiple European carriers to cancel flights and face severe network delays. In the wake of these operational disruptions, airlines—most notably Ryanair—have repeatedly called for the immediate resignation of NATS Chief Executive Martin Rolfe.
Next Steps
The official inquiry timeline outlines two key delivery milestones:
- Interim Report: Due for submission to the Transport Secretary by late January 2027.
- Final Report: Scheduled for official publication no later than March 8, 2027.
